Policy Analyst/Associate Director for Procurement Policy

Summary:

The Center for American Progress has an immediate opening for a policy analyst/associate director for Procurement Policy. The policy analyst/associate director will lead a project to ensure federal government procurement and contracting produce quality jobs. The associate director will work with the economics team and senior management to conduct and oversee research as well as lead advocacy efforts, including coalition building, education, and publicity.

Tasks will include analysis of existing research, oversight of research by outside scholars, organizing meetings and events, developing contacts, identifying research and outreach opportunities, working with and expanding coalition partners, and producing policy outreach materials.

Responsibilities include but are not limited to the following:

  • Assist in the development of research and outreach/advocacy plans.
  • Manage research by outside scholars.
  • Conduct independent research.
  • Write reports/briefings based on your research or those of outside scholars.
  • Build and coordinate an advocacy coalition, including identifying top groups and individuals to partner with.
  • Serve as CAP’s lead liaison for the procurement campaign and coordinate CAP’s various campaign activities across multiple departments.
  • Communicate with a broad range of colleagues, including academics, advocates, media, and government.
  • Seek opportunities for advocacy.

Requirements and Qualifications:

  • Bachelor’s degree, plus at least five years of professional experience and/or an advanced degree in economics, public policy, political science, or law.
  • Strong research -– and research management -- skills.
  • Excellent project management skills.
  • Good written and oral communication skills.
  • Ability to multi-task and prioritize.
  • Familiarity with federal procurement and contracting process.
  • Familiarity with the issues of low-wage work and organized labor.
  • Ability to work independently and collaboratively.
  • Non-profit, both 501 (c)(3) and 501 (c)( 4), and think-tank experience a plus.
  • Legislative or administration experience a plus.
  • Committed to the values and ideals advanced by the Center for American Progress.
