What should be the role of human rights in U.S. foreign policy? What should the United States do about human rights violations in places such as Burma, China, Pakistan, and Russia?

Giuliani thinks it is important to continue relations with China and Russia but argues that the United States must be vocal about human rights abuses. He believes that we should not only give aid to Africa but that we should encourage reform of policies and increase trade so that Africa can become self-sufficient. 

He believes that the United Nations has failed in its mission and is only good for some humanitarian and some peacekeeping functions.

What should the United States do to stop the genocide in Darfur?

Giuliani would hold an international summit on Sudan to “help stem the tide of genocide.” Fox News reported in May that he had investments with companies that are active in Sudan. It is unclear whether he has divested.  

When, if ever, should the United States engage in military action to stop genocide or ethnic cleansing?

Should the United States close the prison camp in Guantanamo? If so, what should be done with the prisoners there?

Giuliani has said that Guantanamo should stay open. He thinks the abuses there have been “grossly exaggerated,” and he has said, “Many of the reports that I see are that it’s not terribly different from any other prison.”  

Are there any circumstances when torture or extreme techniques of interrogation are appropriate?

­Giuliani believes that interrogators should use every method of interrogation possible but should not torture. Giuliani was unsure when he was asked whether waterboarding was torture. He remarked, “It depends on how it’s done…It depends on the circumstances. It depends on who does it.”  

Should labor rights provisions be included in future trade agreements?

Giuliani argues for free trade in general with no mention of the importance of labor rights to trade agreements. 

How can the United States best promote democracy around the world?

Giuliani argues that strong institutional and cultural foundations, the rule of law, and stability are necessary for new democracies. He has said, “Sometimes, democracy is the long-term goal, but in order to get there, you have to first build a rule of law, you have to first build respect for human rights.” 

He has said that the United States should continue to cultivate relationships with all countries and to strengthen those in Europe, and he argues that the better a country’s record on good governance, human rights, and democratic development, the better its relations with the United States will be.
