Racquel Russell

Racquel Russell serves as the Special Assistant to the President for Mobility and Opportunity in the White House Domestic Policy Council. She works on health reform implementation and a range of public health issues, partnering with the Office of Health Reform and other DPC staffers. Racquel also manages our work on key reproductive health issues, including implementing various health reform provisions (e.g., the executive order on abortion, family planning guidance) and driving the Administration’s broader “Common Ground” initiative to reduce unintended pregnancies and the need for abortion, support pregnant and parenting families, and bolster maternal and child health.

Racquel previously worked for Finance Committee member, Senator Tom Carper, where she was the Senator’s Legislative Counsel on health care reform, health care policy and social policy issues. As the Senator’s lead advisor on health policy, she negotiated several key provisions of the Affordable Care Act during both Finance Committee and Senate floor deliberations. Prior to joining Senator Carper’s office, Racquel worked on health and human services issues for the National Governors Association. In 2004, she served as a Legislative Assistant for former Senator Bob Graham of Florida, where her portfolio included various domestic policy issues. Racquel received her J.D. from the George Washington University Law School and her undergraduate degree from the University of Miami (FL).
