RELEASE: New Scorecard Tracks How Often Members of Congress Vote With President Trump

Washington, D.C. — Today, the Center for American Progress Action Fund released a new scorecard tracking how often members of the 119th Congress vote with President Donald Trump. The analysis tabulates scores using votes up to September 2, 2025, in which the Trump administration issued a statement of administration policy, as well as votes on executive and judicial branch nominees. The analysis finds that Republicans in Congress are rubber-stamping the president’s agenda and nominees in unprecedented fashion.

Key findings from the piece include:

  • 89 percent of Republicans in Congress vote with the president 100 percent of the time.
  • In the U.S. Senate, 46 of 53 Republican senators (87 percent) have voted in total compliance with the Trump White House; and all 53 Republican senators have voted with the administration at least 93 percent of the time.
  • In the U.S. House, 196 of 220 Republican representatives (89 percent) have voted in lockstep with the White House’s priorities; and 218 Republicans (99 percent) have voted with the White House at least 95 percent of the time.
  • Even Republicans in competitive House districts are voting in near-total agreement with President Trump. Six of the eight Republican House members in seats rated as “toss-ups” according to the Cook Political Report have voted with Trump 100 percent of the time. The remaining two have voted with Trump at least 95 percent of the time.
  • The same holds true for Republican senators in competitive states: Three of five Republican senators in seats rated as “toss-ups,” “lean Republican,” or “likely Republican” have voted with Trump 100 percent of the time, including Sens. John Cornyn (R-TX), Jon Husted (R-OH), and Joni Ernst (R-IA), who recently announced she will not run for reelection in 2026.

“President Trump is nominating radical ideologues, pushing an agenda that is increasing the cost of living and wreaking havoc on the economy, and serially ignoring bipartisan laws passed by Congress to enforce his will on the American people,” said Ryan Koronowski, senior director of research at the Center for American Progress Action Fund. “Despite the damage he’s inflicting, this analysis confirms that Republicans in Congress are working for Donald Trump, not in the best interests of their constituents—to an unprecedented degree.”
