The expiration at the end of this year of several provisions of the 2001 USA PATRIOT Act relating to the Foreign Intelligence Surveillance Act and domestic surveillance of terrorism suspects has prompted fresh debate in both houses of Congress over the appropriate balance between counterterrorism authorities for U.S. law enforcement agencies and the need to preserve American civil liberties.
