Ryan Mulholland is a senior fellow for international economic policy at American Progress, where he focuses on industrial policy and manufacturing competitiveness. Mulholland previously served as director of trade and competitiveness at the National Security Council. He led the U.S. government’s negotiations on the recently concluded Indo-Pacific Economic Framework for Prosperity Supply Chain Agreement.

Mulholland has also served as a civil servant at the U.S. Department of Commerce in a variety of roles, including acting director of policy and senior adviser for global supply chain competitiveness for the International Trade Administration (ITA). Earlier in his career, he served as senior adviser for international trade and investment for the deputy secretary of commerce. He began his career as an industry analyst for the ITA, specializing in renewable energy.

Mulholland holds a Master of Arts in national resource strategy from the National Defense University, where he graduated with distinction and won several writing awards. He also holds a Master of Arts in American government from Georgetown University and a Bachelor of Arts in history and political science from the University of Minnesota.
